Juko-Mart Kõlar is the director of the University of Tartu Viljandi Culture Academy, a lecturer and a spokesperson for entrepreneurship studies. He was formerly an advisor of music and cultural exports at the Estonian Ministry of Culture. He is also a co-founder of two music industry startup companies.
